SB 1120 allows the Department of Veterans’ Services to acquire property for the construction and operation of a veterans’ home in southern Arizona and it appropriates $50,000 to begin negotiations with the federal government.

The Appropriations Committee adopted a strike everything amendment as follows:

·                      Appropriates $7.5 million from the state general fund to support agricultural preservation districts in FY 2002-03.

·                      Allows an agriculture preserve district to acquire development rights to undeveloped property for periods no longer than twenty-five years with a review of the terms of the lease every five years.

·                      Appropriates $1.0 million from the state general fund in FY 2001-02 to the state land department to develop land use plans in the noise and accident potential zones.

·                      Requires the state land commissioner to obtain the services of at least one private planning agency to identify acceptable uses of land near a military airport.

·                      Stipulates that the private agencies shall:

·                      Give priority attention to military airports in counties with a population of over 2 million.

·                      And communicate with an affected county, municipal governmental agency or affected landowners.

·                      Requires the $7.5 million appropriation become enacted before the $1.0 million becomes effective.

·                      Exempts the appropriations from lapsing.

 

SB 1120 was amended in the Committee of the Whole as follows:

·                      Replaces the $7.5 million appropriations with $2 million appropriations.

·                      Changes the recipient of the appropriation to the Department of Commerce.
