SB 1113 continues the Arizona State Boxing Commission for 10 years and expands its regulating authority.  Additionally, SB 1113 increases medical and life insurance coverage for a boxer. 

History

The Arizona State Boxing Commission [Commission] was established in 1982 to provide both physical and financial protection to participants and persons interested in the sport of boxing by regulating professional boxing and kickboxing contests. The Commission accomplishes its regulatory responsibilities by performing such functions as licensing all boxers, promoters, referees, judges and others involved in the sport.  The Commission consists of three governor-appointed members who serve staggered three-year terms. 

The Senate Commerce, Agriculture and Natural Resources Committee of Reference and the House of Representatives Public Institutions and Universities Committee of Reference held a sunset review hearing for the Arizona State Boxing Commission on November 29, 2000.  The committee recommended the continuation of the Commission for 10 years, additionally the committee made several legislative recommendations contained in SB 1113.

Provisions

·              Modifies the definitions of nontraditional fighting contest and tough man contest.

·              Continues the Arizona State Boxing Commission from July 1, 2001 to July 1, 2011.

·              Expands the regulating authority of the Commission to include amateur tough man contests and amateur nontraditional fighting contests.

·              Stipulates that nontraditional fighting contests shall not allow contestants to strike with their knees or elbows unless specified by rule.

·              Allows the Commission to delegate the licensing authority to the executive director of the Commission.

·              Allows the Commission to renew licenses, if the licensee files an application for renewal and submits the license fee specified in statute. If the applicant does not fulfill the requirements for renewal of a license prior to or by the 30-day grace period, a late filling penalty equivalent to the license fee shall be imposed.

·              Prohibits a licensee from conducting any activity regulated by the Commission until the Commission has renewed the license.

·              Authorizes the Commission to determine whether applicants are required to furnish fingerprints and background information prior to the renewal of a license.

·              Increases the mandatory medical insurance coverage for a boxer from $2,000 to $20,000 and the mandatory life insurance coverage from $2,500 to 50,000.

·              Makes other technical and conforming changes.
