SB 1095 appropriates $5.0 million to establish out-of-school programs for youths in rural and urban communities.
There is a
proposed strike-everything amendment to HB 1095 as follows:
The strike-everything amendment to SB 1095 establishes an “Arizona Safe Haven Helping Paws Program”. The program will train and supervise adult female inmates within the Department of Corrections (DOC) and juvenile offenders within the Department of Juvenile Corrections (DJC) to train service dogs for placement with disabled people within the state, and to provide temporary shelter and medical services to animal victims of domestic violence.
Background
This program is modeled on similar programs in states such as Illinois, Washington and Texas. The program is intended to provide a mechanism to control and positively modify inmate behavior, to provide service dogs, free of charge, to Arizona citizens with disabilities, to protect animals from domestic violence and to raise awareness of the need for trained service dogs in the State of Arizona.
Provisions
· Establishes the Arizona Safe Haven Helping Paws Program.
· Requires the program trainer to be a service dog professional, and approved by DOC.
· DOC may incorporate behavior modification procedures such as; inmates to be enrolled in substance abuse classes (if applicable), educational criteria and strict compliance to rules and regulations
· Inmates successfully completing the program will be awarded a certificate as a Dog Groomer, Trainer and Canine Medical Assistant.
· Dogs for use in the program are to be removed from homes where domestic violence has occurred, from animal shelters, the pound or the humane society. If dogs are not available from these sources, DOC and ADJC shall purchase dogs with the necessary characteristics.
· DOC and ADJC are to report to the Joint Legislative Budget Committee within six months of the inception of the program and by November 1 of each year thereafter.
· Requires a governing board to be established consisting of eleven members, five to be appointed by the President of the Senate, five to be appointed by the Speaker of the House of Representatives and one to be appointed by the Governor.
· Requires the board to oversee the program, adopt a budget and insure good treatment of the animals in conjunction with DOC and ADJC personnel.
· Appropriates $175,000 in each of fiscal years 2001-2002 and 2002-2003 from the state general fund to DOC.
· Appropriates $125,000 in each of the fiscal years 2001-2002 and 2002-2003 from the state general fund to ADJC.
