SB 1041 creates new procedures for residential treatment services and amends existing procedures of the psychiatric care and residential treatment service programs for outpatient and inpatient assessment of children with mental disabilities or children who are delinquent.

 

There is a strike everything amendment to SB 1041 providing for the following:

 

History

After the Williams Air Force Base was closed in 1993, the Legislature enacted legislation to authorize the formation of a “military reuse zone” at airports that formerly were military airports. The legislation entitled businesses located within a military reuse zone to tax benefits. Last session the legislature gave the Governor the authority to renew a military reuse zone for one additional five-year period.

Provisions

·                      Allows the gross proceeds of sales in a renewed military reuse zone to be subtracted from the tax base for the prime contracting classification.

·                      Requires the Department to separately account for revenues collected under the prime contracting classification for construction involving a multipurpose facility.

·                      Repeals the previous version of A.R.S. section 42-5075, which relates to the prime contracting classifications and exemptions.

 

The Appropriations Committee adopted a strike-everything amendment.

The strike-everything amendment to SB 1041 was adopted in the Committee of the Whole.
