SB 1031 is an emergency measure that allows the Department of Economic Security to execute agreements with other states to design, develop, install and operate support collection technology systems and related services.
Currently, Arizona Revised Statutes section 41-2752 prohibits the State of Arizona from engaging in activities that would compete with private enterprise. There are nine exemptions listed in statute such as the Arizona Office of Tourism, the Arizona Highways magazine and the Department of Public Safely. The provisions of SB 1031 would be included as the tenth exception.
