History

The Arizona Corporation Commission (ACC) was established pursuant to Article 15 of the Arizona Constitution in 1910.  The ACC is essentially responsible for regulating public service corporations as well as establishing rules and regulations by which these public service corporations shall be governed. 

 

During the 2000 general election the constitution was amended by a vote of the people (Proposition 103) to change the number of commissioners from three to five.  Commissioners are currently elected to office on a statewide basis.  HCR 2005 amends the constitution to change the way commissioners are elected in Arizona.

 

Provisions

·                      Creates five corporation districts, one per each commissioner, for the purpose of electing members to the commission.

·                      States that each district must be comprised of six contiguous legislative districts.

·                      Directs the Secretary of State to submit the measure to a vote of the people in the next general election.

 

HCR 2005 passed out of the Committee on Energy Utilities and Technology unamended.
