HCR 2003 increases term lengths for state legislators.

 

History

Article IV, Part 2, Section 21 of the Arizona Constitution prescribes term limits for members of the Legislature in office beginning January 1, 1993 to four consecutive two-year terms. Upon serving the final term of office, a legislator may not serve again in that same office until the legislator has been out of office for at least one full term. 

 

 

Provisions

·                      Maintains current term limit law through the 45th Legislature.

·                      Prescribes, beginning with the 46th Legislature in 2003, four-year terms for Representatives and Senators.

 

·                      Limits, beginning with the 46th Legislature in 2003, terms of office for Representatives and Senators to two consecutive terms.  This limitation applies to terms of office that begin on or after January 1, 2003.

 

·                      Increases the length of terms, beginning with the 46th Legislature in 2003, as follows:

 

1.      A legislator who began service in January, 1999 and serves two consecutive terms is eligible to serve one additional consecutive term that begins in January, 2003.

2.      A legislator who began service in January, 1997 and serves three consecutive terms is eligible to serve one additional consecutive term that begins in January, 2003.  

3.      A legislator who began service in January, 2001 and serves one term without prior consecutive service is eligible to serve two additional consecutive terms that begins in January, 2003 and 2007.

 

·                      Requires the Secretary of State (SOS) to submit this proposition to the voters at the next general election.

 

·                      Makes technical and conforming changes.

 

HCR 2003 passed the Retirement and Government Operations unamended.
