HCM 2004 is a letter to the National Guard Bureau, the United States Air Force, the United States Air Force Reserve, the United States Department of Defense, the Congress of the United States, and the President of the United States.

 

Provisions

·                      States that the Air National Guard’s existing aircraft violates the EPA’s noise and emissions standards.

·                      Points out that retrofitting existing aircraft with newer engines is a short-term fix.

·                      Asserts that the most effective solution to the aging fleet is new aircraft.

·                      Prays that the National Guard Bureau, the US Air Force, the US department of Defense, and the Congress of the United States support funding for new aircraft, or if the funds are lacking that they will procure newer engines.

 

HCM 2004 passed the Military, Veteran Affairs and Aviation Committee unamended.
