2628 appropriates over $148 million from the state general fund (GF) and nearly
$41 million from other appropriated funds (OF) over the FY 2001-2002 and FY
2002-2003 biennium for the purposes of enacting a 5% pay increase for state
employees on January 1, 2002 and a second 5% pay increase on January 1,
2003.The bill also appropriates over
$14 million GF and over $33.5 million OF over the biennium to provide salary
adjustments for correctional service officers and youth correctional service
officers employed by the Department of Corrections and the Department of
Juvenile Corrections (DJC).
Specific Provisions
·Appropriates $36,462,400 GF and $10,060,000 OF
($46,522,400 in total state funds (TF)) to enact a 5% pay increase for all
state employees on January 1, 2002.Each
full time equivalent position shall receive a cost of living adjustment of a
minimum of $1,500 or 5 %, whichever is greater.
·Appropriates $111,992,400 GF and $30,690,000 OF
($142,682,400 TF) to enact a 5% pay increase for all state employees on January
1, 2003.Again, each full time
equivalent position shall receive a cost of living adjustment of a minimum of
$1,500 or 5%, whichever is greater.
·Appropriates $13,301,200 in FY 2001-2002 and
$31,036,200 in FY 2002-2003 from the GF to provide for salary adjustments of
$3,000 on January 1, 2002 and $1,000 on January 1, 2003 for correctional
service officers (CSOs) employed by DOC. (These pay increases are in lieu of
the 5% and 5% general pay package for state employees.)
·Appropriates $1,079,600 in FY 2001-2002 and $2,523,500
in FY 2002-2003 from the GF to provide for salary adjustments of $3,000 on
January 1, 2002 and $1,000 on January 1, 2003 for youth correctional officers
(YCOs) employed by DJC. (These pay increases are in lieu of the 5% and 5%
general pay package for state employees.)
HB 2628 was amended in the Appropriations
Committee as follows:
·Makes a number of technical changes.Most notably, the amendment corrected the
list of other appropriated state fund sources from which the agencies fund
personal services (i.e. employee pay).
·Clarifies that the minimum $1,500 pay increases in each
year apply to less than full-time employees on a pro-rated basis.
