HB 2623 contains technical changes to the alternative fuels incentive program.

 

HB 2623 has a proposed strike-everything amendment.

 

The proposed strike-everything amendment requires AHCCCS to allow qualified HIV specialists, with at least 50 current treatment cases of HIV patients, to provide care to any HIV patient in a contracted health care plan.  The amendment requires the physician to provide the care at the contracted rate for HIV care services.

 

History

 

The AHCCCS acute care program is a statewide, managed care system, which delivers services through capitated health plans.  AHCCCS members have access to care in many private physician offices in the state.  Financing for the program is based on a prepaid, capitation approach with AHCCCS health plans assuming the financial risk for the delivery of services.  AHCCCS health plans are defined by statute and are regulated and monitored by AHCCCS based on financial and operational standards.

In order to secure an AHCCCS contract, health care plans must respond to a Request for Proposal (RFP) by submitting a bid.  A critical element in the bid evaluation performed by AHCCCS is an assessment of how each health plan will ensure quality in the delivery of services and provide a sufficient provider network to meet provider accessibility requirements.  AHCCCS monitors each health plan for compliance with the contract.

 

Provisions

 

·        Requires AHCCCS to allow qualified HIV specialists to provide care to any HIV patient in a contracted health care plan.

·        States that A.R.S. 36-2906.02 only applies to physicians who are accredited by the American Academy for HIV Medicine and have at least 50 current treatment cases of HIV.

·        Requires the physician to provide the care at the health care plan’s contracted rate for HIV care services.

 

HB 2623 proposed strike everything amendment was adopted in the Ways and Means committee as listed in the provisions.
