HB 2611 redefines a major amendment to a municipality general plan.
Current law requires the legislative body of each municipality [incorporated city or town] to adopt a comprehensive, long-range general plan for the development of the municipality. The general plan must integrate the conceptual land use plans of the State Land Department. In addition, the general plan of each municipality shall provide provisions that identify changes or modifications to the plan, which constitute amendments and major amendments. The plan shall be adopted and readopted [including amendments when applicable] in a manner prescribed in statute. After the adoption of a plan by the governing body, and depending on the population of the municipality, the general plan must be submitted to the voters for approval. HB 2611 clarifies the definition of a major amendment within the statute pertaining to the adoption of general plan amendments.
