HB 2595 allows health research fund monies to additionally be used for non-tobacco related diseases and appropriates tobacco settlement and state general fund monies for Alzheimer’s, Parkinson’s and brain research.

 

History

 

Health Research Fund

Current law requires the Department of Health Services (DHS)] to administer and deposit five cents of each Tobacco Tax and Health Care Fund dollar into the Health Research Account for research on preventing and treating tobacco-related disease and addiction.  The monies deposited in the Health Research Account must be used to supplement legislatively appropriated monies for health research purposes and not to supplant legislatively appropriated monies.  DHS deposits monies from the Health Research Account into the Health Research Fund (Fund) and directs the Arizona Disease Control Research Commission (Commission) to administer the fund.  The Commission shall use the monies in the Fund for research on the prevention and treatment of tobacco related diseases and addictions, including behavioral studies

 

Alzheimer’s Research

In 1998, the Legislature appropriated $1 million dollars to the Department of Health Services (DHS) to fund grants for Alzheimer’s research to create the Arizona Center for Alzheimer’s Disease Research.  The monies were contingent upon a dollar-for-dollar match by participating institutions.

 

Parkinson’s Research

Parkinson’s disease is a disorder of the central nervous system that affects an estimated 1-1.5 million Americans.  In 1999, a total of 355 reported deaths in Arizona were attributed to Parkinson's disease.

 

Provisions

·                      Allows the Commission to expend health research fund monies for research into the causes, epidemiology and diagnosis of non-tobacco related diseases.

·                      Appropriates $1 million from tobacco settlement monies in FY 2001-2002 and FY 2002-2003 to the Department of Health Services (DHS) for Alzheimer’s disease research.  The appropriation must be distributed to universities, hospitals and research centers in the state for grants for Alzheimer’s research recruitment and retention efforts. Requires that monies appropriated not be spent on any research using human fetal tissue, cells or organs that are obtained from a living or dead embryo or fetus during or after an induced abortion.  That restriction does not apply to human fetal tissue, cells or organs that are obtained from a spontaneous abortion or an ectopic pregnancy.

·                      Appropriates $800,000 from tobacco settlement monies and $100,000 from the state general fund in FY 2001-2002 and FY 2002-2003 to the Commission to establish at least one Parkinson’s research contract. Requires that tobacco settlement monies appropriated not be spent on any research using human fetal tissue, cells or organs that are obtained from a living or dead embryo or fetus during or after an induced abortion.  That restriction does not apply to human fetal tissue, cells or organs that are obtained from a spontaneous abortion or an ectopic pregnancy.

·                      Appropriates $200,000 from tobacco settlement monies in FY 2001-2002 and FY 2002-2003 to the Commission for research on diseases of the brain.
