HB 2595 allows health research fund monies to additionally be used for non-tobacco related diseases and appropriates tobacco settlement and state general fund monies for Alzheimer’s, Parkinson’s and brain research.
Current law requires the Department of Health Services (DHS)] to administer and deposit five cents of each Tobacco Tax and Health Care Fund dollar into the Health Research Account for research on preventing and treating tobacco-related disease and addiction. The monies deposited in the Health Research Account must be used to supplement legislatively appropriated monies for health research purposes and not to supplant legislatively appropriated monies. DHS deposits monies from the Health Research Account into the Health Research Fund (Fund) and directs the Arizona Disease Control Research Commission (Commission) to administer the fund. The Commission shall use the monies in the Fund for research on the prevention and treatment of tobacco related diseases and addictions, including behavioral studies
In 1998, the Legislature appropriated $1 million dollars to the Department of Health Services (DHS) to fund grants for Alzheimer’s research to create the Arizona Center for Alzheimer’s Disease Research. The monies were contingent upon a dollar-for-dollar match by participating institutions.
Parkinson’s disease is a disorder of the central nervous system that affects an estimated 1-1.5 million Americans. In 1999, a total of 355 reported deaths in Arizona were attributed to Parkinson's disease.
