HB 2586 creates the After School and Summer Pregnancy Prevention Pilot Program, allows cash assistance for a dependent child born to a parent receiving cash assistance if the parent marries and completes a communication skills program and contains a list of appropriations for various programs and initiatives.

History

Some of the provisions in HB 2586 were formerly contained in HB 2397 and HB 2399.

Provisions

After School and Summer Pregnancy Prevention Pilot Program

· Establishes the After School and Summer Pregnancy Prevention Pilot Program for pupils in grades four through ten, to be administered by DES.

· Stipulates that DES shall offer programs including abstinence education, character development, communication skills training and at least three of the following:

· Tutoring/instruction in basic skills such as reading, mathematics and science.

· Youth leadership activities.

· Volunteer service/community service.

· College orientation and preparation for college.

· Homework assistance.

· Courses that foster an appreciation of arts and culture.

· Computer instruction.

· Employment preparation and job skills training.

· Supervised recreation and athletic activities.

· Mentoring programs.

· Language instruction, including English as a second language instruction.

· Requires DES to offer these model programs in the five census tracts with the highest teen pregnancy rates, according to U.S. Census Bureau and Department of Health Services information.

· Stipulates that if more than one census tract is located within the city limits of the same municipality, then the Department of Education shall select the census tract with the next highest teen pregnancy rate to ensure that all five census tracts are in different municipalities.

· Requires that the model programs do all of the following:

· Develop programs in cooperation with community-based organizations, juvenile justice agencies, religious organizations, law enforcement agencies and local youth organizations.

· Coordinate with local school officials to ensure each of the following:

· That the model program complements the school day.

· That staff is given adequate time and resources to plan activities and maximize opportunities for participants.

· The coordination of facilities and resources.

· Establishes that in each program there shall be a ratio of at least one adult participant for every ten children, with the maximum number of children in any single program not to exceed 30.

· Designates a delayed repeal date of June 30, 2010.

Cash Assistance Eligibility

· States that DES shall allow any dependent child born to a parent receiving cash assistance to receive cash assistance if the parent marries and completes a marriage skills program.

Appropriations

· Appropriates the following sums from TANF to DES in FYs 2001-02 and 2002-03:

· $2 million for the After School and Summer Pregnancy Prevention Pilot Program.

· $500,000 for a media campaign to increase awareness for the Community-Based Marriage and Communication Skills Program.

· $5 million to enter into contracts with community colleges, vocational and technical schools and similar educational and training programs to help recipients obtain employment with a minimum wage of $10.00 per hour.

· $1.5 million to enter into new statewide Rural Technical Business Assistance Program contracts.

· $675,000 to establish additional technical and other support through requests for proposals for the office of faith-based action in DES to imitate and coordinate with federal initiatives and programs, and to provide technical assistance for faith‑based organizations to qualify for program monies.

· Appropriates $75,000 in FY 2001-02 to DES to enter into a contract to study the cost of divorce to the state, to be completed by December 1, 2001.

HB 2586 was amended in the Human Services Committee as follows:

· Stipulates that the After School and Summer Pregnancy Prevention Pilot Programs will be offered in three counties with a population of 500,000 or less and two counties with a population of 500,000 or more.

· Increases the ratio standard of adult participants to students in the Program to one adult for every 15 students.

· Eliminates the qualification that a parent must marry to receive additional cash assistance for a dependent child. The parent must still complete a Marriage and Communication Skills Program, currently in statute, or a similar program.

· Specifies the purposes of the divorce study.

· Clarifies that the $5 million appropriation to community colleges, etc. is to help recipients obtain and retain employment.

· Appropriates an additional $1 million from TANF to the following:

· $250,000 to the Department of Health Services to direct to county health departments for family planning services, including medical and educational services.

· $250,000 to the Department of Health Services for county health departments to facilitate a pilot program for adolescents that receive a negative pregnancy test.

· $500,000 to the Department of Education for teenage pregnancy and parenting program services, as defined.

· Defines the term family planning services, meaning those services including medical and educational services, and that allow for funding of: contraceptive supplies; routine gynecological care; infertility services; cervical and breast cancer screening; medical examinations; pregnancy tests and other lab tests; health screening; education and counseling; human immunodeficiency virus prevention, education testing and counseling; sexually transmitted disease prevention, education, testing, counseling and treatment.

· Exempts all appropriations from lapsing.
