waste tires; funding formula
HB 2558 increases maximum the waste tire collection fee charged by sellers of new motor vehicle tires from $2.00 to $2.50. HB 2558 also changes the method by which monies in the waste tire fund are distributed to counties.
Laws 1990, Chapter 389, established the waste tire fund (fund) and program to ensure the proper disposal of waste tires. The fund is administered by the Arizona Department of Revenue (DOR) and consists of monies collected from a waste tire fee charged by sellers of new motor vehicle tires. The fee equals two percent of the purchase price for each tire sold, not to exceed $2.00 per tire.
Three and one-half percent of monies collected in the fund are held back by the Arizona Department of Environmental Quality (ADEQ) to cover the administrative costs of the program. The remainder of the money is distributed to the counties in the same proportion as the number of registered motor vehicles in each county [see chart below]. Each county is required to establish a waste tire program, subject ADEQ review and approval.
