HB 2535 appropriates $50,000 in each of the fiscal years 2001-02 and 2002-03 to place automated external defibrillators in state and local government buildings.

Provisions

·                      Appropriates $50,000 in each of the fiscal years 2001-02 and 2002-03 and in non-lapsing funds to place automated external defibrillators in state and local government buildings.

·                      Provides that the monies are appropriated from the general fund to the Department of Administration (DOA).

·                      Requires the Department of Administration (DOA) to consult with the Department of Health Services (DHS) and the American Heart Association to determine the locations to place automated external defibrillators in state and local government buildings

·                      Stipulates that  those entities study the following issues when making their determination of locations:

·                      Selection of public buildings with consideration given to government buildings accessible to the public.

·                      Details of purchases, placement, medical direction, oversight and maintenance.

·                      Integration of defibrillators with existing emergency medical services.

·                      Require trained responders receive training in cardiopulmonary resuscitation (CPR) and in the use of automated external defibrillators.

·                      Exempts the appropriations from lapsing.

·                      Requires a report be submitted to the Governor, Speaker of the House and President of the Senate no later than November 1, 2001.

·                      Stipulates that no monies will be dispersed until the report has been submitted.

·                      Makes technical and conforming changes. 

 

HB 2535 was amended in the Public Institutions and Rural Affairs Committee as follows:

·                      Requires DOA to consult with the Department of Health Services and the American Heart Association to analyze and determine the best location to place automated external defibrillators and to address the following issues:

Ø      Selection of public buildings where automated external defibrillators should be placed.

Ø      Details of automated external defibrillators purchase, placement, medical direction, oversight and maintenance.

Ø      Integration of automated external defibrillators with existing emergency medical services.

Ø      Ensure that each trained responder receives training in cardiopulmonary resuscitation and in the use of automated external defibrillators by completing the heart saver automated external defibrillator course or equivalent.

 

HB 2535 was amended in the Appropriations Committee as follows:

 

·                      Reduces the appropriation from $100,00 to $50,000.

·                      Eliminates the appropriations for FY 2003-2004.

·                      Changes the responsibility of placement and training from the Department of Administration (DOA) in cooperation with the Department of Health Services (DHS) and local governments to the DOA, DHS and the American Heart Association. The amendment also requires that those entities study the following issues when making their determination of locations.

·                      Selection of public buildings with consideration given to government buildings accessible to the public.

·                      Details of purchases, placement, medical direction, oversight and maintenance.

·                      Integration of defibrillators with existing emergency medical services.

·                      Require trained responders receive training in cardiopulmonary resuscitation (CPR) and in the use of automated external defibrillators.

·                      Requires a report be submitted to the Governor, Speaker of the House and President of the Senate no later than November 1, 2001.
