HB 2535 appropriates $100,000 in each of the fiscal years 2001-02, 2002-03 and 2003-04 to place automated external defibrillators in state and local government buildings.

Provisions

·                      Appropriates $100,000 in each of the fiscal years 2001-02, 2002-03 and 2003-04 in non-lapsing funds to place automated external defibrillators in state and local government buildings.

·                      Provides that the monies are appropriated from the general fund to the Department of Administration (DOA).

·                      Requires DOA to cooperate with the Department of Health Services (DHS) to determine the best building selection for the defibrillators.

·                      Requires DOA to provide the training and maintenance necessary to use the defibrillators.

·                      Exempts the appropriations from lapsing.

HB 2535 was amended in the Public Institutions and Rural Affairs Committee as follows:

·              Requires DOA to consult with the Department of Health Services and the American Heart Association to analyze and determine the best location to place automated external defibrillators and to address the following issues:

Ø       Selection of public buildings where automated external defibrillators should be placed.

Ø       Details of automated external defibrillators purchase, placement, medical direction, oversight and maintenance.

Ø       Integration of automated external defibrillators with existing emergency medical services.

Ø       Ensure that each trained responder receives training in cardiopulmonary resuscitation and in the use of automated external defibrillators by completing the heart saver automated external defibrillator course or equivalent.
