As Passed the House

HB 2512 changes campaign finance law with regard to committee transfers from a non-statewide or non-legislative political race to a committee for statewide or legislative political race.

History

Arizona’s Clean Elections Act, enacted by the people of Arizona in November 1998, reduces the contribution limits for non-participating candidates for statewide and legislative office by 20 per cent.  These limits to not apply to a candidate who is not subject to the Clean Elections Act (a candidate who is running for a non-statewide or non-legislative office).

Currently, a candidate’s campaign committee may transfer or contribute monies to another campaign committee designated by the same candidate subject to certain restrictions.

Provisions

·                      Allows a candidate’s campaign committee to transfer or contribute monies to another campaign committee designated by the same candidate as follows:

1.      If both committees have been designated for an election in the same year, subject to campaign contribution limits and only if the same contribution limits apply to the elected office for which the committee was formed.

2.      If the committee is designated for an election in a subsequent year, without application of the contribution limits of this section but only if the same contribution limits apply to the office sought in the subsequent year.
