House Bill 2504 is a technical correction bill pertaining to highway usage.
The proposed strike-everything amendment to HB 2504 reduces the fines for violations of motor vehicle financial responsibility requirements.
Arizona has been a “mandatory insurance” state since 1982. Since that time, Arizona has required all vehicles operated on the state’s roadways be covered by some form of financial responsibility as specified by law. The current fine amounts for first, second and third violations of mandatory insurance requirements were also enacted in 1982.
According to the Arizona Department of Transportation Motor Vehicle Division, approximately 79,000 drivers were found to be in violation of the statutes requiring them to carry evidence of financial responsibility or to produce evidence of financial responsibility on request of a law enforcement officer. In the year 2000, 47,500 drivers were found responsible for violating these statutes.
