HB 2493 appropriates $5,000,000 from the state general fund in FY 2001-2002 to be distributed to county health departments to provide contraceptives.

 

Provisions

·                      Appropriates $5,000,000 from the state general fund in FY 2001-2002 to the department of health services to distribute to county health departments to provide contraceptive devices and birth control pills.

·                      Exempts the appropriation from lapsing.

 

HB 2493 passed the Counties and Municipalities Committee unamended.

 

The strike-everything amendment to HB 2493 was adopted in the Health Committee with the following changes:

·          Establishes a program to provide family planning services to eligible participants through county health departments and designates the department of health services to administer the program.

·          Appropriates $2,500,000 from the state general fund in FY 2001-2002 and 2002-2003 to the Department of Health Services for distribution to county health departments to provide family planning services.

·          Allows DHS to utilize no more than 4 per cent of the monies for administrative purposes and exempts the appropriation from lapsing.

·          Requires DHS to conduct an annual evaluation of the program to determine effectiveness.

·          Defines contraceptive supplies as birth control methods, devices and supplies approved by the FDA.  Excludes any drug, medication or procedure intended to terminate an existing pregnancy from the definition of contraceptive supplies.

·          Defines an eligible participant as an adult at or below 200 per cent of the federal poverty level.

·          Defines family planning services to include:

·            Contraceptive supplies

·            Routine gynecological care

·            Infertility services

·            Cervical and breast cancer screening

·            Medical examinations

·            Pregnancy tests and other lab tests

·            Health screening, education and counseling

·            Human Immunodeficiency Virus prevention, education, testing and counseling

·            Information promoting abstinence

 

HB 2493 was discharged from the Appropriations committee.
