· If operations have not commenced at a VEI testing station in the city of Apache Junction by June 1, 2004, the Pinal County portion of Area A would not be subject to the emissions testing.
· A VEI testing site study committee (11 members- 6 legislators, 4 public, DEQ director) is established to examine:
· The location and costs of existing VEI testing stations.
· Possible acquisition and construction costs for new testing sites.
· Relative usage rates at sites.
· Driving distances for users
· Population densities.
· Possible alternative locations for new sites.
· The study committee shall submit its report to the Governor, the President of the Senate, the Speaker of the House of Representatives, by 12/15/01.
· The VEI testing site committee is repealed on 02/1/02
