HB 2484 requires the Office of the Auditor General (OAG) to conduct a survey of the Behavioral Health Services (BHS) within the Department of Health Services (DHS) to identify duplicative and outdated reporting requirements and recommend ways to streamline reports into a more meaningful format.

 

History

As a result of statutory, contractual and other mandates, the Division of Behavioral Health Services is required to submit 56 different reports.  These reports cover a multitude of areas including expenditures, populations served, agency activities, subcontractor relationships, funding and status updates of agency programs.   According the DHS, these reports are often duplicative and consume a great deal of the agency’s resources.

 

Provisions

·                      Requires the Office of the Auditor General to conduct a survey of the behavioral health system to identify duplicative and outdated legislative and judicial reporting.  The OAG shall recommend ways to streamline these reports into a more meaningful format. 

·                      Stipulates the OAG shall consider when making its recommendations for performance measures the following items:

1.      Clinical quality.

2.      Availability of services.

3.      Quality of service as rates by the patient or the patient’s family

4.      Quality of regional behavioral health authority services as rated by subcontractors.

·                      Requires the OAG to complete the survey by November 15, 2001 and submit a copy of its findings to the governor and legislative leadership by December 15, 2001.
