HB 2459 transfers $2 million from the capitol appropriations made to the Arizona Health Care Cost Containment System (AHCCCS) in FY 2001-2002 to the Department of Health Services (DHS) for capital construction of community health centers in medically under-served areas. 

Summary of the proposed strike-everything amendment to HB 2459:

Provisions

·              Appropriates $3,500,000 from the general fund in FY 2001-2002 and 2002-2003 to DHS for capital project grants to entities that provide health services in rural areas, or in medically under-served areas.

·              Allows capital projects to include purchase or lease of land, buildings, mobile medical or dental clinics, equipment and furnishings, and other costs associated with the construction, expansion or renovation of facilities to expand primary care or dental services.

·              Provides that at least $1,000,000 be allocated for dental clinic construction and equipment.  Caps a medical capital project at $500,000 and a dental capital project at $350,000 and  outlines preference provisions and limitations.

·              Requires the department to avoid duplication of capital project components that are funded as Primary Care Programs.

·              Limits eligibility for a recipient to one capital project grant in any two-year period and a maximum of two capital project grants.

 

The strike-everything amendment was adopted in the Public Institutions and Rural Affairs Committee.

 

The Appropriations Committee adopted a Strike Everything Amendment which is largely identical to the PIRA S/E with the following differences:

·                      Appropriates $2,500,000 instead of $3,500,000 from the general fund in FY 2001-2002 and 2002-2003 to DHS for capital project grants to entities that provide health services in rural areas, or in medically under-served areas.

·                      Removes language stating that $1,000,000 of the monies shall be spent for dental capital construction and equipment.
