This bill as introduced contains a PROP 108 clause.

As Passed the House

Proposed strike-everything amendment (dated 02/23/01 at 2:15 PM)

·        Every person who is required to register a diesel powered motor vehicle in the state with a gross vehicle weight rating of more than 8500 pounds GVW and every person who is subject to the apportioned fees pursuant to title 28 is subject to a ten dollar diesel air quality fee.  The fee would be removed if and when the EPA granted a fuel waiver pursuant to section 211 of the federal Clean Air Act.  Money collected from the fee would be deposited in the voluntary vehicle repair and retrofit program (V2R2).

·        A diesel vehicle that fails the centralized emissions test is eligible for the diesel portion of the V2R2 program  (up to $1000 match).

The bill was amended in the Environment Committee as follows:

The fee for apportioned vehicles will be the apportioned percentage applied to the ten dollars.
