rules for handling poultry
products
HB 2437 clarifies wording in statute regarding rules for poultry products and the duties of the director of the Department of Agriculture.
A proposed strike-everything amendment to HB 2437 will be offered in
the Natural Resources & Agriculture Committee. The proposed strike-everything amendment would modify the membership
of the Arizona Uniform Plumbing Code Commission and extend the deadline for
counties and municipalities to adopt the state plumbing code.
Laws 1996, Chapter 44 created the Committee on Statewide Standardized Plumbing Code (CSSPC) to make recommendations on whether Arizona should adopt a statewide uniform plumbing code. The CSSPC recommended the creation of an Arizona Uniform Plumbing Code Commission to initially adopt the 1994 Uniform Plumbing Code with amendments. Laws 1997, Chapter 112 created the Arizona Uniform Plumbing Code Commission to establish a standardized plumbing code and required Arizona counties and municipalities to adopt that code by May 1, 1998.
The Commission has since adopted the majority of the Uniform Plumbing Code (UPC) promulgated by the International Association of Plumbing and Mechanical Officials. The remainder of the Code is to be considered by the Governor’s Regulatory Review Council on March 6, 2001. According to the Commission, no Arizona cities have adopted the Code as rule, but many jurisdictions have already utilized some version of the UPC.
During the 2000 interim, the Senate Study Committee on the Uniform Plumbing Code Commission was formed to investigate the issues underlying the adoption of a uniform plumbing code in Arizona. No formal recommendations were made, however, the Senate Study Committee reached several conclusions on what the Code should and should not do, and identified issues dividing competing entities.
· Modifies the membership of the Commission as follows:
· Adds one residential builder of single family dwellings, one residential builder of multifamily dwellings, one commercial builder or commercial building manager, one real estate broker, one representative of a homeowners’ association, one member of the Arizona Housing Commission, one mayor of a city with a population of more than one hundred thousand, one mayor of a city with a population of less than one hundred thousand, three municipal building officials, one county building official who represents a county with a population of at least 750,000 persons, and one county building official who represents a county with a population of less than 750,000.
· Reduces the number of plumbing contractors from four to two, engineers from two mechanical engineers to one engineer and members of the general public from three to two.
· Eliminates four certified municipal plumbing inspectors, one member representing piping industry progress and education trust and one member representing utility and sewer workers.
· Retains one registered architect.
· Extends the date that the Commission must adopt the Code from May 1, 1998 to May 1, 2002.
· Postpones the date that counties and municipalities must adopt the Code by ordinance from August 1, 1998 to August 1, 2003.
· Extends from six months to one year, the requirement that any subsequent amendments to the Code be adopted by counties and municipalities after the Commission’s adoption.
