HB 2421 amends campaign finance reporting requirements for standing political parties.

The Appropriations Committee adopted a strike-everything amendment to HB 2421 with the following provisions:

·                      Appropriates $4.8 million from the state general fund in each of the fiscal years 2001-2002 and 2002-2003 to the economic strength fund.  Of those monies, half shall be used to pay for the completion of roadway, ramp, taxiway and related improvements at Williams Gateway Airport that are approved by the State Transportation Board.  The remaining half shall be used to pay for projects to protect continuing operations of Luke Air Force base that are approved by the State Transportation Board.

·                      Makes the appropriations exempt from lapsing until the purposes for which the appropriations have been made have been accomplished or abandoned, unless the appropriations stand for at least one full fiscal year without an expenditure or encumbrance.
