HB 2402 repeals a section of statute and replaces it with language to establish parenting plans.

The Human Services Committee adopted a strike-everything amendment as follows:

·                      Creates the Mental Health Information Center (Center), a clearinghouse that would be established by the Director of the Department of Health Services, to gather information necessary to facilitate and provide up-to-date data relating to mental health services testing, evaluation procedures and treatment protocols to ensure that public monies are used only for mental health services that have been documented to be safe, effective, valid and reliable.

·                      Requires that the Center be located at the University of Arizona (U of A), to be headed by a researcher selected by a committee composed of the President, the Dean of the College of Medicine and the Dean of the College of Psychology from the U of A.

·                      Stipulates that the Center shall do four things:

·                      Establish a web site to allow access to it’s database by all interested parties.

·                      Evaluate mental health testing, evaluation procedures and treatment protocols to determine effectiveness, validity, reliability, scientific limitations, alternatives and less expensive alternatives and compliance with the scientific standards set by the U.S. Supreme Court.

·                      Provide a brief history of the mental health services tests, evaluation procedures and treatment protocols.

·                      Gather informative data.

·                      Establishes that the Center is not limited in the sources from which it may obtain it’s information, but that the information must be in legible English and publicly available at all times.

·                      Requires the Center, upon request from a member of the public or a governmental or private entity, to evaluate a new and innovative test, evaluation procedure or treatment protocol by the same standards previously prescribed.  Upon completion of the evaluation the Center shall enter it’s findings in the database and submit a written report of its findings to whomever made the request.

·                      Stipulates that before a state agency pays for a mental health test, evaluation or treatment the person responsible for authorizing the payment may submit information to the Center to allow for evaluation according to the prescribed standards.

 

HB 2402 failed to pass the Human Services Committee.
