House Bill 2377 outlines the process to establish an intergovernmental public transportation district (IPTD), the board of directors, membership, and powers and duties of the IPTD. HB 2377 provides that an IPTD can only be formed in a county with a population of four hundred thousand or less through petition to the county board of supervisors by the governing bodies of two or more incorporated cities or towns within the county.
