House Bill 2376 doubles the civil penalties for exceeding the speed limit in a highway work zone when workers are present.   In addition, HB 2376 establishes a highway work zone safety fund in which one-half of the civil penalties collected shall be deposited.

 

Provisions

·                      Requires ADOT and local authorities to adopt standards and specifications for implementing traffic control devices in state highway work zones.

·                      Specifies that the standards shall include signs that are posted at the beginning of the highway work zone indicating civil penalties will be doubled for exceeding the speed limit in the work zone and signs that indicate the end of a highway work zone.

·                      Prohibits a person from exceeding the posted speed in the highway work zone.

·                      Imposes a civil traffic penalty that is double the amount of the civil penalty for a speeding violation committed outside a highway work zone.

·                      Establishes a highway work zone safety fund administered by the governor’s office of highway safety in which one-half of the civil penalties collected under this section shall be deposited to the fund.

·                      Requires fund be used for establishing and maintaining a public education campaign for highway work zone safety.

·                      Specifies that monies in the fund are continuously appropriated.

·                      Defines “highway work zone.”
