House Bill 2372 updates and incorporates conforming changes to the multistate highway transportation agreement, the membership and the mission.

 

History

Laws 1982, Chapter 103 provided for adoption of the multistate highway transportation agreement (MHTA).  It allowed each participating jurisdiction to develop vehicle size and weight standards that it determined appropriate for its economy and highway system.  In addition, promoted uniformity among participating jurisdictions in vehicle size and weight standards on the basis of the objectives set forth in this agreement.

 

Provisions

·                      States that the purpose of the MHTA is to facilitate communication between legislators, state transportation administrators and commercial industry representatives in addressing the emerging highway transportation issues in participating jurisdictions.

·                      Designates the chairperson of the senate transportation committee and the chairperson of the house of representatives transportation committee or the successor committees to represent this state as the designated representatives to the cooperating committee.

·                      Allows the committee chairperson in each house to appoint one legislator or state agency official to serve in their absence.

·                      Authorizes the cooperating committee to recommend improvements in highway operations, in vehicular safety and in state administration of highway transportation laws.

·                      Permits each designated representative of a participating jurisdiction to one vote only and no committee action is approved unless the majority of the designated representatives voting favor the action.

·                      Removes the deadline of November 1, to submit a report setting forth the work of the committee and recommendations during the preceding year to the legislature of each participating jurisdiction and allows the committee to submit such report as it deems appropriate and desirable.

·                      States that the objective of the participating jurisdictions is to authorize vehicle combinations in excess of statutory weight of eighty thousand pounds or statutory lengths, or both be allowed on highways under special permit for interstate commerce.

·                      Allows participating jurisdictions to establish transportation laws and regulations to meet regional needs and establish programs to increase productivity and reduce congestion, fuel consumption and enhance air quality through uniform application of state vehicle laws and regulations.

·                      Defines “cooperating committee.”
