HB 2364 appropriates $350,000 from the state general fund in each of the fiscal years 2001-02 and 2002-03 for environmental programs in Greenlee, Graham, Gila, Navajo and Apache counties.

 

History

In December 1998, the Eastern Arizona Counties Organization Board of Directors voted to form the Environmental Economic Communities Organization (EECO), which is a nonprofit organization whose mission is to achieve a balance between environmental and economic concerns.  Laws 1999, Chapter 312 appropriated $250,000 from the general fund in each of fiscal years 1999-00 and 2000-01 to the State Land Department for planning and implementation of specific environmental programs in five Arizona counties.  As a result of the 1999 legislation, the counties executed an environmental program assistance agreement that outlines the process to distribute the funds.

 

HB 2364 continues the funding for the programs.

 

Provisions

·                      Appropriates $350,000 from the state general fund to the State Land Department in each of the fiscal years 2001-02 and 2002-03 for planning and implementation of specific environmental programs impacting economic development in Greenlee, Graham, Gila, Navajo and Apache counties.  The appropriations are non-lapsing.

·                      Requires the counties to prepare and submit proposed plans to the State Land Department for approval.

·                      Specifies that the monies shall be distributed equally between the counties.

 

HB 2364 was amended in the Natural Resources & Agriculture Committee as follows:

·                      Appropriates $350,000 from the state general fund to the Arizona Land Department every fiscal year beginning with fiscal year 2001-02.

 

HB 2364 passed the Appropriations Committee unamended.
