The proposed strike-everything amendment to HB 2354 provides for the following:

The proposed strike everything amendment establishes the Navajo and Coconino County Tribal Land Settlement Fund.

Provisions

· Establishes the Navajo and Coconino County Tribal Land Settlement Fund.

· Provides that the Fund consists of the monies received by the state from the United States Department of Interior resulting from the Navajo-Hopi Land Settlement Act of 1974.

· Requires that the State Treasurer shall administer the fund as a continuing appropriation.

· Stipulates that the State Treasurer shall invest the monies in the fund and shall credit to the fund all monies earned from the investment.

· Mandates that the State Treasurer shall pay each year to Navajo and Coconino counties a share of the fund monies earned from the investment.

· Specifies that the share of the distributed funds shall be determined in consultation between the State Treasurer and the two counties and it will be based on the proportion of property tax revenues that each county lost from removal of the Tribal property from the tax rolls.

· Exempts the appropriation from lapsing.
