HB2339 changes many statutes involving the department of veterans’ affairs. The bill is primarily concerned with the administration and handling of funds generated by specialty license plates.

 

History

The original statutes dealt with the establishment, organization and funding for the Department of Veterans’ Services.

 

 

Provisions

·                      Stipulates that the monies generated by the veteran plate annual fees to be deposited in the veterans’ donations fund.

·                      Authorizes an additional fee of five dollars for Pearl Harbor survivor license plates, Prisoner of War license plates and Purple Heart medal recipient license plates to be collected and requires this fee to be deposited into the veterans’ donations fund.

·                      Expands the Arizona veterans’ service advisory commission to consist of nine members.

·                      Requires the department to approve or disapprove of veterans’ organizations seeking to solicit money or other support in this state in the name of American veterans.

·                      Allows the department to acquire property for, establish and operate cemeteries for veterans.

·                      Requires the veterans’ home to settle any debt owed to it by collecting at least 75 per cent of the account balance. If they fail to collect the mandatory 75 per cent the department must refer the account to the attorney general’s office for collection if they fail to collect the mandatory 75 per cent.

·                      Requires the veterans’ home to pay a veterans’ home personnel based on an eighty hour pay period.

·                      Allows the director of veterans’ services to appoint an advisory committee as he/she deems necessary. The members of the advisory committee are not entitled to compensation, but are eligible for reimbursement of expenses.

·                      Changes the acceptable sources of funding for the veterans’ donations fund to include the monies deposited from the license plate fees.

·                      Modifies the purpose of the State home for veterans’ trust fund to include the marketing of the homes, providing incentives to employees of the home and including incentives for recruiting new employees.

·                      Establishes that the State home for veterans’ trust fund can consist of monies deposited by the director.

·                      Allows the disposition of surplus property at the Veterans Home.
