|
HB 2333 creates a Joint Legislative Study Committee on Community College Funding. In addition, the bill appropriates $250,000 from the state general fund (GF) in each of the FYs 2001-2002 and 2002-2003 for a burn facility at Central Arizona College (CAC), and appropriates another $250,000 GF each year for a law enforcement training center at CAC.
1. Examine
the operating costs of community colleges, including cost data relative to
increasing annual costs.
2. Examine
the adequacy of the current funding arrangement supporting community colleges
in this state.
3.
Review the funding arrangements supporting community
colleges in other states.
4.
Study articulation issues.
5.
Examine ways that the community college system can acquire
funding and enter into collaborative agreements with political subdivisions to
construct facilities for educational and training functions.
6.
Submit a report of its findings and recommendations to the
Governor, the Speaker and the President on or before December 31, 2001.
· Allows the committee to use the expertise and services of the staff of the State Board of Directors for Community Colleges, the staff of the Arizona Community Colleges Association, and the staff of the community college districts.
· Appropriates $250,000 GF in each of the FYs 2001-2002 and 2002-2003 to the state fire marshal for distribution to Pinal County for a burn facility at Central Arizona College (CAC). These appropriations are exempt from lapsing, except that monies remaining unexpended and unencumbered on June 30, 2005 revert to the GF.
· Appropriates $250,000 GF in each of the FYs 2001-2002 and 2002-2003 to the Arizona Peace Officers Standards and Training (APOST) Board for completion of construction of the training center in Pinal county at CAC’s Signal Peak campus. The bill further requires the college to make a land and site preparation contribution of $1,200,0000, requires DPS to contribute $250,000, and requires the APOST Board to contribute up to $1,000,000 for the purposes of meeting the full cost of the new training center.
· Requires the training board to send notice of completion of the training center to all law enforcement agencies which shall include a description of all services provided and notice of the availability for use of any or all of the facilities provided by the law enforcement training center.
· Repeals the legislative study committee on January 1, 2002.
