HB 2316 appropriates $35,387 from the state general fund and $35,156 from the certification fund to the State Board of Directors for Community Colleges for lease payment requirements for office space.
The JLBC staff recommendation includes a total biennial increase of $73,000 from the general fund and $22,000 from the community college certification fund for increased annual lease expenses for office space.

The strike-everything amendment to HB 2316 corrects an oversite in statute that the State Board of Directors for Community Colleges may collect fees for the issuance and renewal of certificates from non-academic or vocational staff but not for academic or vocational staff.
Under the general administrative powers of the State Board of Directors for Community Colleges, the Board is authorized to permit and arrange for the certification of experienced and qualified community leaders in business, the professions and the arts for the purpose of teaching classes at a community college in the fields of their specific competence. In addition, the Board establishes the qualifications of the instructional staff and establishes standards of vocational and technological competence required to instruct in occupational as well as academic subjects.
The Board is authorized to fix and collect fees for the issuance and renewal of certificates for experienced and qualified community leaders in business, the professions and the arts. Although the Board’s rules allows the Board to fix and collect fees for the issuance and renewal of certificates for staff that teach academic or vocational subjects, the statute does not explicitly authorize the board to collect such fees. The strike-everything amendment to HB 2316 clarifies the statute so that certification fees apply to all staff or employees that require certification in order to teach a class at the community college.
