HB 2248 adjusts the requirement for annual programmatic evaluations for the Healthy Families Program and the Family Literacy Program to be conducted every five years beginning December 31, 2002, and also adds the Health Start Program. Additionally HB 2248 requires the Legislative Council to develop outcome measures, with the assistance of the Department of Education, to indicate the effectiveness of the Early Childhood Education Program, and to conduct the programmatic evaluation of the program.

History

Current statute states that the Healthy Families Program and the Family Literacy Program are to be evaluated by the Auditor General each year on or before December 31.

Provisions

· Requires that a programmatic evaluation for the Healthy Family Program and Family Literacy Program be performed, by December 31, 2002 and each fifth year thereafter.

· Includes the Health Start Program with the other programs being evaluated by the Auditor General.

· Repeals the delayed repeal date of the Health Start Program, currently set for July 1, 2004.

· Requires Legislative Council to conduct the programmatic evaluation of the State Block Grant for Early Childhood Education Program. Under current law, the Auditor General is responsible for such an evaluation.

· Requires that the staff of Legislative Council develop outcome measures to indicate the effectiveness of the Early Childhood Education Program, and requires the Department of Education to assist Legislative Council in collecting any information necessary to complete their evaluation.

· Makes technical and conforming changes.

HB 2248 was amended in the Human Services Committee as follows:

· Changes the biennial evaluation to be performed every five years after 2002.

· Requires Legislative Council to conduct the programmatic evaluation of the State Block Grant for Early Childhood Education Program. Currently, the Auditor General is responsible for such an evaluation.

HB 2248 was amended in the Appropriations Committee as follows:

· Removes the biennial evaluation requirement from all three programs, and instead requires an evaluation of each program on or before December 31, 2002 and on or before December 31 of each fifth year thereafter. [Same as Human Services Amendment.]

· Requires Legislative Council to conduct the programmatic evaluation of the State Block Grant for Early Childhood Education Program. Under current law, the Auditor General is responsible for such an evaluation. [Same as Human Services Amendment.]

· Further requires that the staff of Legislative Council develop outcome measures to indicate the effectiveness of the Early Childhood Education Program, and requires the Department of Education to assist Legislative Council in collecting any information necessary to complete their evaluation.

HB 2248 was amended in the Committee of the Whole as follows:

· Withdrew the Human Services Committee amendment.

· Adopted the Appropriations Committee amendment.
