HB 2229 modifies the rental vehicle surcharge that applies to rental vehicles to include trucks, trailers, or semi-trailers that are used to transport personal property.
The rental vehicle five percent surcharge was established in 1992 to encourage rental companies to register their vehicles in Arizona by providing a tax to assist with the vehicle license tax costs. The surcharge was applied to rental cars and vans because so many of these types of vehicles were being rented with out-of-state license plates causing the state to lose revenues. When these surcharge collections exceed the vehicle license tax the excess goes to the Highway User Revenue Fund (HURF) and is distributed in the same manner as other vehicle license tax revenues.
