HB 2206 appropriates $750,000 from the general fund to the Arizona State Library, Archives and Public Records [ASLAPR] for cultural heritage grants, workshops and staff positions. 

History

Arizona Statute provides for the establishment of the Arizona State Library, Archives and Public Records [ASLAPR] by the Legislature and outlines the library’s duties.  The library provides services through seven divisions, which include braille and talking books, history and archives, library development, museums, record management, research library, and the state law library.  In addition, the library staff provides training, technical assistance, and resource management throughout Arizona. 

 

HB 2206 makes a one time allocation of $750,000 to ASLAPR in an effort to protect Arizona’s resources and invest in its museums so that they will help expand the economy.  HB 2206 provides for ASLAPR and the Arizona Humanities Council to provide the training and resources to enable more libraries and museums to participate in the economic development of Arizona.           

Provisions

·                      Provides an intent clause.

·                      Appropriates $750,000 from the general fund in FY 2001-2002 to ASLAPR and designates the monies be used as established by the director in cooperation with the Arizona Humanities Council for the following purposes:

Ř      Three staff development workshops in cultural heritage tourism [$150,000]

Ř      Museum product design and development including $5,000 for planning grants, $10,000 to $50,000 for general grants, and $100,000 for one capstone grant [$550,000 total]

Ř      Administrative expenses including two staff positions [$100,000]

·                      Exempts appropriated monies from lapsing of appropriations.

 

HB 2206 passed the Public Institutions & Rural Affairs Committee unamended.

 

HB 2206 was amended in the Appropriations Committee as follows:

·                      Removes language in the intent section pertaining to the role of libraries in Arizona’s economy.

·                      Reduces the total appropriation in the bill from $1,000,000 down to $750,000 by doing the following:

·                      Removes $100,000 for two library-museum heritage convocations.

·                      Removes $50,000 for twenty five cultural heritage grants.

·                      Removes $100,000 for library economic development centers.

·                      Reduces the monies allocated for administrative expenses from $100,000 to $50,000.

·                      Increases the monies allocated for museum product design and development of educational cultural tourism heritage from $500,000 to $550,000.

·                      Makes technical and conforming changes.

The Appropriations Committee amendment was adopted in the Committee of the Whole.
