HB 2206 appropriates $1 million from the general fund to the Arizona State Library, Archives and Public Records [ASLAPR] for cultural heritage grants, database licensing, staff positions, convocations, workshops and training. 

History

Arizona Statute provides for the establishment of the Arizona State Library, Archives and Public Records [ASLAPR] by the Legislature and outlines the library’s duties.  The library provides services through seven divisions, which include braille and talking books, history and archives, library development, museums, record management, research library, and the state law library.  In addition, the library staff provides training, technical assistance, and resource management throughout Arizona. 

 

HB 2206 makes a one time allocation of $1 million to ASLAPR in an effort to protect Arizona’s resources and invest in its libraries and museums so that they will help expand the economy.  HB 2206 provides for ASLAPR and the Arizona Humanities Council to provide the training and resources to enable more libraries and museums to participate in the economic development of Arizona.           

Provisions

·                      Provides an intent clause.

·                      Appropriates $1 million from the general fund in FY 2001-2002 to ASLAPR and designates the monies be used as established by the director in cooperation with the Arizona Humanities Council for the following purposes:

Ř      Two library-museum cultural heritage convocations [$100,000]

Ř      25 library-museum cultural heritage partnership grants [$2,000 ea/$50,000 total]

Ř      Three staff development workshops in cultural heritage tourism [$150,000]

Ř      Arizona library economic development centers including $75,000 for economic database licensing and $25,000 for economic collection and training materials [$100,000 total]

Ř      Museum product design and development including $5,000 for planning grants, $10,000 to $50,000 for general grants, and $100,000 for one capstone grant [$500,000 total]

Ř      Administrative expenses including two staff positions [$100,000]

·                      Exempts appropriated monies from lapsing of appropriations.

HB 2206 passed the Public Institutions & Rural Affairs Committee unamended.
