HB 2205 appropriates $3 million from the state general fund to the Department of Commerce (Department) for the implementation of the Arizona Partnership for the New Economy (APNE) initiatives.

 

History

The Governor formed APNE in November 1999.  The 36-member public-private partnership was charged with the following: (1) defining the new economy and its importance to Arizona; (2) assessing the State’s current readiness and establishing benchmarks for measuring progress; and (3) developing strategies for correcting perceived deficiencies in responding to opportunities.

 

The members of APNE have developed recommendations relating to strengthening Arizona’s position in the new economy.  The recommendations build upon the “cluster” based economic development strategy crafted under the Governor’s Strategic Partnership for Economic Development.  The initiatives sponsored by APNE focus on “foundations” of business generations, including telecommunication infrastructure development, electronic government and entrepreneurial business assistance.

 

Provisions

·                      Appropriates $1.5 million from the state general fund in each of FY 2001-02 and FY 2002-03 to the Department for implementation of APNE initiatives.

 

·                      Specifies that the monies shall be used for the following initiatives: telecommunications infrastructure development; electronic government; high technology industry cluster business development and coordination; electronic learning; entrepreneurial business assistance; and new economy marketing developing.

 

·                      Exempts appropriated monies from lapsing, except that any remaining unexpended and unencumbered monies as of June 30, 2003 revert to the state general fund.
