HB 2194 expands the coverage available from the Arizona Health Care Cost Containment System (AHCCCS) to persons who need treatment for breast and cervical cancer and appropriates $2.7 million over the next two years to implement the program.

 

History

 

In October 2000, the federal Breast and Cervical Cancer Prevention and Treatment Act of 2000 was enacted, providing states with the option to provide medical assistance through Medicaid to eligible women who are screened for and found to have breast or cervical cancer through the National Breast and Cervical Cancer Early Detection Program (NBCCEDP).  The NBCCEDP, which is administered by the Centers for Disease Control and Prevention (CDC), provides free breast and cervical cancer screening and follow-up diagnostic services to women who are uninsured or have low-income.  In Arizona, the Department of Health Services (DHS) administers the NBCCEDP under the Well Woman Healthcheck Program.  The program is available to all women who are at or below 200 per cent of the federal poverty level (FPL) with the exception of Native American women who are eligible up to 250 per cent FPL. 

 

HB 2194 expands AHCCCS coverage to include certain persons who need treatment for breast and cervical cancer, enabling AHCCCS to receive federal monies pursuant to the Breast and Cervical Cancer Prevention and Treatment Act of 2000.

 

Provisions

·                      Expands the definition of eligible person to begin January 1, 2002 as someone who meets the following: 

Ø      Has been screened for breast and cervical cancer through DHS.

Ø      Needs treatment for breast or cervical cancer.

Ø      Is under 65 years of age.

Ø      Is not otherwise covered under creditable coverage as defined by law.

 

·                      Requires AHCCCS to limit the assistance provided to medically necessary services provided during the time the person requires treatment for breast and cervical cancer.

 

·                      Requires AHCCCS to use a simplified eligibility form which the applicant may mail to AHCCCS. 

 

·                      Stipulates that AHCCCS shall expedite the eligibility determination and enrollment on a prospective basis, once a completed application is received.

 

·                      Appropriates $1,300,000 in FY 2001-2002 and $1,400,000 in FY 2002-2003 from the state general fund to AHCCCS for this act.

 

·                      Stipulates that AHCCCS may not spend more than five per cent of appropriated monies on administrative costs.

 

·                      Exempts the appropriations for lapsing of appropriations.
