The
strike-everything amendment to House Bill 2186 establishes a study committee to
review energy issues in the state of Arizona.
Provisions
·Establishes a joint legislative study committee on
Arizona energy assurance.
·Outlines membership:
-Three members appointed by the President of the Senate, one
being the chairman of the Commerce committee.No more than two appointees can be from the same political party.
-Three members appointed by the Speaker of the House, one being
the chairman of the Energy, Utilities and Technology committee. No more than
two appointees can be from the same political party.
·Specifies what issues are to be studied.
·States that by December 15, 2001 a report on the
activities and recommendations of the committee be submitted.
·Stipulates that this act is repealed from and after
December 31, 2001.
The strike-everything was amended in the
Energy, Utilities and Technology as follows:
·Removes the following study issues:
-Regulation of public power entities outside their service
territory
-Independent system operators
-Providers of the last resort after competition
-Consumer education and protection
-System priority of electric service providers
-System reliability
-Antitrust issues
·Adds the following study issues:
-Demand side management
-Market monitoring
-Federal energy regulatory commission jurisdiction in a
deregulated environment
