HB 2169 makes numerous changes to campaign finance law. 

 

Provisions

·        Requires a candidate or exploratory committee to designate a finance committee.  The committee must maintain the list of finance committee members, except members who are immediate family members of the candidate.

·        Prohibits a political committee from using surplus monies for any subsequent statewide election.  Nor may a candidate or exploratory committee accept surplus monies from a political committee established in another state or under federal law.

·        Prohibits using public resources to solicit campaign contributions.

·        Requires a candidate to list all lobbyists to whom the candidate owes more than $100 on a financial disclosure statement.

·        Makes an exception to the lobbyist gift ban for school board members and Arizona Board of Regents members for school sporting or cultural events.

·        Requires a lobbyist to disclose all candidate committees or exploratory committees on which the lobbyist is authorized to solicit or receive contributions.
