HB 2091 modifies the method by which county contributions to the AHCCCS acute care program are calculated. 

History

Since 1981, counties have provided a portion of the state’s Title 19 AHCCCS acute care match.  Each county has contributed to the state match according to a percentage derived from a State Auditor report produced in the early 1980’s based on census data and other information.

Total county contributions to the AHCCCS acute care program have equaled $66.7 million in each of the last several fiscal years.  HB 2091 provides for a two-year transition period to adjust and reduce contributions of certain counties.

Provisions

·              Requires all counties during the first year transition period to contribute a specified dollar amount totaling $64,004,597 to the Title 19 state match in FY 2001-2002.

·              Starting in FY 2002-2003, counties must contribute an amount equal to the lesser of the following two types of payments:

1.    The amount they paid in FY 2001-2002

2.    An amount equal to a percentage of the total county contribution of all the counties in the previous fiscal year.  The total county contribution is based on the population each county in relation to the total current population of the state.   The population statistics are derived from estimates from the Department of Economic Security during the calendar year prior to the fiscal year. 

·              Allows the state treasurer to subtract funds with interest from tax payments to counties that are delinquent in their payments.  If these funds are still insufficient to fulfill the contribution requirement, the state treasurer shall withhold whatever funding source is available, excluding highway user revenue.

·              Requires counties to submit one-twelfth of the fiscal year total per month.

·              Requires director of AHCCCS to instruct state treasurer to refund surplus money to counties when contributions exceed the amount needed to cover the costs incurred by AHCCCS.

HB 2091 passed the Health Committee unamended.
