HB 2087 expands the definition of regulated chemical to include chemical analogs of a dangerous drug.

 

History

Current law makes it illegal to possess, sell, transfer, use or manufacture gamma hydroxy butyrate (GHB) or flunitrazepam (Rohypnol).  GHB and Rohypnol are often characterized as “date rape” drugs because they can produce amnesia and incapacitate a person who ingests the drugs.

Then main chemical used to manufacture GHB is gamma butrylactone (GBL).  Upon ingestion by a human, GBL becomes GHB and has the same effect on the central nervous system.

 

Provisions

·                      Expands definition of regulated chemicals to include GBL and several variations of GBL that may be used as a GBL substitute.

 

HB 2087 passed the Judiciary Committee unamended.
