HB 2087 expands the definition of regulated chemical to include chemical analogs of a dangerous drug.
Current law makes it illegal to possess, sell, transfer, use or manufacture gamma hydroxy butyrate (GHB) or flunitrazepam (Rohypnol). GHB and Rohypnol are often characterized as “date rape” drugs because they can produce amnesia and incapacitate a person who ingests the drugs.
Then main chemical used to manufacture GHB is gamma butrylactone (GBL). Upon ingestion by a human, GBL becomes GHB and has the same effect on the central nervous system.
