History
During the '70s and early 1980's manufacturers started using electronic means to control engine functions and diagnose engine problems. This was primarily to meet EPA emission standards. On board diagnostics (OBD-II) a new standard introduced in the mid-'90s, provides almost complete engine control and also monitors parts of the chassis, body and accessory devices, as well as the diagnostic control network of the car. All cars built since January 1, 1996 have OBD-II systems.
The constant 4x4 VEI test requirement in Area A was passed in 1999 in chapter 298 as ARS 49-541.01 and was conditionally effective 1/1/02 if legislation was enacted to continue the VEI program in a non attainment area or maintenance area. The same chapter (298) from the laws of 1999 continued the VEI program through 12/31/08.
Provisions
· An on-board diagnostic (OBD) check may be used to satisfy Area B emissions testing. The test would fall under the requirements of Title II of the Clean Air Act. The provision already exists in law for area A; it was for advisory purposes in area B.
· ARS 49-541.01, VEI test for constant 4X4s in Area A, is repealed.

If the construction of an emission testing station in
Apache Junction has not begun on or before June 1, 2004 the Pinal County
portion of Area A would be exempt from emission inspection requirements from
and after June 2, 2004.
