HB 2029 establishes a task force to conduct a study of the maintenance and operations in Arizona’s public schools.
· Appropriates $75,000 to contract for a public or private entity as directed by the Task Force to assist the Task Force in conducting a maintenance and operations study of the public schools of the state.
· Establishes a maintenance and operations (M&O) task force to study the following items:
Þ Assess the current system of M&O funding, budget advantages and disadvantages for all public schools;
Þ Review the small school budget limits;
Þ Review the public school M&O funding systems used by other states;
Þ Consider the use of technology for enhancement of the process of funding schools;
· Establishes an 18 member Task Force consisting of the following members:
Þ Three members of the Senate appointed by President of Senate, not more than 2 of the same political party;
Þ Three members of the House of Representatives appointed by the Speaker of the House, not more than 2 of whom are members of the same political party;
Þ The Superintendent of public schools or the designee;
Þ The Auditor General or the designee;
Þ One member of the public who has expertise in school finance and public tax policy appointed by the Superintendent of public instruction;
Þ One member of the public who represents charter schools and who is appointed by the Governor;
Þ One member of the public who represents the business community and who is appointed by the Superintendent of public instruction;
Þ A school district Superintendent who is appointed by the Superintendent of public instruction;
Þ A principal of a school district appointed by the governor;
Þ One member of public who is a teacher and who is appointed by the Governor;
Þ One member of the public, who is a School District Governing Board member, appointed by Superintendent;
Þ One member of the public who represents the business community and who is appointed by the governor;
Þ One member of the public who represents small businesses that employ less than fifty employees and whom the governor appoints;
Þ One member of the public who is a member of the Arizona Small and Rural Schools Association and is appointed by the superintendent of public instruction.
· Requires the Governor to select one of the appointed members to serve as Task Force Chairman.
· Requires the Task Force to submit a written report to the Governor, Speaker of the House, President of the Senate, each member of the Legislature, Secretary of State and Director of the ASU library, archives and public records. The report shall contain the Task Force’s study results, recommendations and proposed legislation.
· Repeals the provisions of this act from and after September 15, 2003.
HB2029 was amended by
the Education Committee as follows:

Provides that the Task Force, as opposed to the
Governors office, shall conduct a study of the maintenance and operation
funding system of the public schools in the state. The study shall have the same provisions as listed above, except
for determining the amount of maintenance and operations funding.
·
Adds 3 new members of the public to the task force
representing the business community, small businesses and rural school
districts.
·
Makes a member of the task force a principal of a
school district instead of a public school principal.
·
Adds a person to the task force who is a teacher
instead of represents teachers.
·
Adds a person to the task force who is as school
district governing board instead of the one who represents a school district
governing board.
· Provides that each member of the Legislature are submitted a copy of the report instead of just the President of the Senate and Speaker of the House.
· Adds an appropriation of $35,000 to contract with a public or private entity as directed by the task force to assist the task force in conducting a maintenance and operations study of the public schools in the state.
· Provides that the written report be completed by July 1, 2003 instead of July 1, 2002 and repeals the act on September 15, 2003 instead of September 15, 2002.
The Committee of the
Whole adopted the Education Committee amendment with an amendment to increase
the appropriation to $75,000.
