Maintenance and operations
task force
HB 2029 requires the Governor’s Office to contract for a maintenance and organization study of Arizona’s public schools and establishes a task force to review the study.
· Establishes a maintenance and operations (M&O) task force to study the following items:
Þ Assess the current system of M&O funding, budget advantages and disadvantages for all public schools;
Þ Review the small school budget limits;
Þ Review the public school M&O funding systems used by other states;
Þ Consider the use of technology for enhancement of the process of funding schools;
Þ Determine the amount of M&O funding necessary to achieve state academic standards.
· Establishes a 15 member Task Force consisting of the following members:
Þ Three members of the Senate appointed by President of Senate, not more than 2 of the same political party;
Þ Three members of the House of Representatives appointed by the Speaker of the House, not more than 2 of whom are members of the same political party;
Þ The Superintendent of public schools or the designee;
Þ The Auditor General or the designee;
Þ One member of the public who has expertise in school finance and public tax policy appointed by the Superintendent of public instruction;
Þ One member of the public who represents charter schools and who is appointed by the Governor;
Þ One member of the public who represents the business community and who is appointed by the Superintendent of public instruction;
Þ A school district Superintendent who is appointed by the Superintendent of public instruction;
Þ A public school principal appointed by the Governor;
Þ One member of public who represents teachers and who is appointed by the Governor;
Þ One member of the public who represents School District Governing Board members, appointed by Superintendent.
· Requires the Governor to select one of the appointed members to serve as Task Force Chairman.
· Requires the Task Force to submit a written report to the Governor, Speaker of the House, President of the Senate, Secretary of State and Director of the ASU library, archives and public records. The report shall contain the Task Force’s study results, recommendations and proposed legislation.
· Repeals the provisions of this act from and after September 15, 2002.
