HB 2009 requires that the average daily attendance (ADA) and average daily membership (ADM) calculation for a student be prorated between the school district and the joint technological education district based on the percentage of the school day that the student attended classes at each facility.
In FY 2000-01, a student may be counted as more than 1.0 ADM based on the student’s attendance at a regular high school and at a joint technological education district (JTED). A “full-time instructional program” is based on four subjects or one or more subjects taught in amounts of time totaling at least 20 hours per a five-day school week. ADM is calculated in increments of 0.25, 0.50, 0.75 and 1.0 ADM based on how much time a student spent in the program. For example, in FY 2000-01, a student who takes four subjects at a high school (20 hours/week) and two subjects at a JTED (10 hours/week) counts as 1.0 ADM at the high school and a 0.5 ADM at the JTED for a total 1.50 ADM.
With the passage of Proposition 301, beginning in FY 2001-02 “full-time instructional programs” for grades 9-11 will require five hours of total program time per each day school is in session (25 hours/5 day week). In the example above, if the student continued to take 20 hours/week of courses at the high school and 10 hours/week at the JTED, the student could end up being a fractional ADM at both places. Because ADM is calculated in the 0.25, 0.50, 0.75 and 1.0 ADM increments, the ADM calculation would end up with 0.75 ADM for the high school and 0.25 ADM for the JTED for a total 1.0 ADM[1]. Both the high school district and the JTED in this example would lose funding.
HB 2009 provides that if the student attends both a school district facility and a JTED on the same day, then the ADM and the ADA for that student shall be prorated between the school district and the JTED based on the percentage of the school day that the student attended classes at each facility. In the example used above, the student spent four hours a day at the school district (66.7% of the time) and two hours a day at the JTED (33.3% of the time). Therefore, the 1.0 ADM would be split with the school district receiving 66.7% of the funding for the 1.0 ADM and the JTED receiving 33.3% of the funding for the 1.0 ADM. In this example, the impact of HB 2009 is reduced funding for the high school district (receiving 66.7% of the funding for 1.0 ADM rather than receiving a 0.75 ADM) and increased funding for the JTED (receiving 33.3% of the funding for 1.0 ADM rather than receiving a 0.25 ADM).

[1] In the example used in the history, the student is technically a 0.8 ADM at the high school district (20 hours / 25 hours equals 0.8) and a 0.4 ADM at the JTED (10 hours / 25 hours). However, the statute requires the state round down to the closest increment. Therefore, a 0.8 becomes a 0.75 ADM and a 0.4 becomes a 0.25 ADM.
