HB 2008 allows Arizona State Park Board Rangers, Managers and county park rangers who are certified peace officers to participate in the Public Safety Personnel Retirement System (PSPRS).

 

History

ARS §38-842 provides for the definition section of PSPRS.  Within this section of law (ARS  §38-842, paragraph 13), eligible groups are listed and states that these groups must be regularly assigned to hazardous duty.  

 

State and county park rangers who are certified peace officers receive the same annual training from the Arizona Peace Officers Standards and Training Board (AZPOST) as other law enforcement officers.   In addition to annual training, the certification process requires a minimum of 585 hours of initial training, which include an introduction to criminal justice, firearms and driving instruction. 

 

State and county park rangers perform tasks and law enforcement duties necessary to provide for the safety and welfare of the citizens using the park facilities such as provide first aid and CPR, DUIs, traffic violations, investigating criminal offenses and accidents, and assaults in fairly remote areas.

 

Provisions

·                      Allows Arizona State Parks Board Rangers, Managers, and county park rangers who are certified peace officers to participate in PSPRS.

 

·                      Requires the Arizona State Parks Board and each county parks department to have a local board for the administration of the employer system.

 

·                      States that the joinder by the Arizona State Parks Board Rangers and Managers into PSPRS is subject to legislative appropriation.

 

·                      Makes technical and conforming changes.

 

HB 2008 passed the Retirement and Government Operations committee unamended.

 

HB 2008 was amended in the Appropriations Committee as follows:

·                      Adds a new section to the bill which appropriates $209,400 from the state parks enhancement fund to the State Parks Board in FY 2001-2002 and every fiscal year thereafter for the purpose of making employer contributions to the public safety personnel retirement system on behalf of Arizona State Parks Board rangers and managers who are certified peace officers.
