AN ACT
ESTABLISHING A GROWTH MANAGEMENT TASK FORCE.

Be it enacted by the Legislature of the State of Arizona:
Section 1. Growth management task force
A. A growth management task force is established consisting of the following members:
1. The governor or the governor's designee.
2. The state land commissioner.
3. The director of the state parks board.
4. Two members of the house of representatives who are appointed by the chairperson of the house of representatives environment committee and who are not members of the same political party.
5. Two members of the senate who are appointed by the chairperson of the senate natural resources, agriculture and environment committee and who are not members of the same political party.
6. One member who represents an environmental organization with a demonstrated interest in growth management issues and who is appointed by the chairperson of the house of representatives environment committee.
7. One member who represents an environmental organization with a demonstrated interest in growth management issues and who is appointed by the chairperson of the senate natural resources, agriculture and environment committee.
8. One member who represents the development industry with a demonstrated interest in growth management issues and who is appointed by the chairperson of the house of representatives environment committee.
9. One member who represents the development industry with a demonstrated interest in growth management issues and who is appointed by the chairperson of the senate natural resources, agriculture and environment committee.
10. One member who represents an organization of cities and towns and who is appointed by the president of the senate.
11. One member who represents an organization of counties and who is appointed by the speaker of the house of representatives.
12. One member who is a representative of a statewide education association and who is appointed by the president of the senate.
13. One member who advocates for affordable housing and who is appointed by the speaker of the house of representatives.
B. The task force shall:
1. Conduct hearings on and study growth management issues facing this state.
2. On or before December 1, 2001, submit a written report of its findings and recommendations to the speaker of the house of representatives, the president of the senate and the governor. The task force shall provide a copy of its report to the secretary of state and the director of the Arizona state library, archives and public records.
C. The committee may use the services of legislative staff as required.
Sec. 2. Delayed repeal
Section 1 of this act, relating to the growth management task force, is repealed from and after December 31, 2001.
